The Julia Farr Association made this submission to the Australian Government, in particular to the Department of Education, Employment and Workplace Relations in the context of the consultation process.
The purpose of this submission is to highlight the perspectives and experiences of people living with disability in the Higher Education Base Funding Review. This will ensure that the plan for funding for higher education incorporates key issues identified by students living with disability.
Recommendations
Recommendation 1
Adoption of the 9 funding objectives set out in the Monash University 2007 report authored by Moore and Savige.

Increasing the overall level of higher education funding available for students living with disability.
Recommendation 3
Implement an Individualised (Self-Directed) Funding methodology to assist students living with disability to access the highly personalised supports that might prove critical to a successful higher education.
Recommendation 4
That students living with disability are centrally and actively involved in their transition planning, and in the context of ordinary valued life goals.
Recommendation 5
That measures be taken to ensure that the transition planning process for students living with disability reflects best practice and is sufficiently resourced to give the student a good introduction into higher education.
